Milk can cause lots of problems, lactose intolerance is only one thing that can cause difficulties. 70% of the human race is unable to digest milk at all. A small percentage have a milk allergy (not the same as intolerance), and another section are intolerant of casein - this is the other protein in milk, along with the lactose.
Celiacs who have sufficient damage to their intestines fail to produce the enzymes needed to digest milk, and this results in their inability to eat dairy products (at least they generally get gas and diarrhea when they do). After up to 2 years to allow the gut to heal sufficiently, they usually find that they can start eating dairy again without ill effects.
You’ve obviously either got some other intolerances - if you provided a list of the ingredients in the cookies, we might be able to narrow it down a bit, as many of us have experience with this sort of stuff - or a tummy bug of some sort.
